He was born in Zhuzhou, Hunan Province, member of Chinese Communist Party. He is now associate consultant of Zhuzhou High-Tech Zone Administrative Commission and director of Zhuzhou National Hi-Tech Power Valley Science and Technology Innovation Service Center. He has served as deputy director general of Finance Bureau and deputy director general of Merchants of Zhuzhou High-Tech Zone. Zhuzhou National High-Tech Zone was established in 1992, and over 20 years' development, it has witnessed rapid development in power industry cluster of rail transit, general aviation and new energy automobile. In the beginning of 2013, Zhuzhou National High-Tech Zone put forward the development of China Power Valley based on its own industrial advantages and characteristics as a response to innovation-driven development. In December 2014, Changsha-Zhuzhou-Xiangtan National Independent Innovation Demonstration Area was officially approved by State Council which appeared as a new development opportunity for Zhuzhou High-Tech Zone. Over next ten years' development of innovation-driven development, Zhuzhou High-Tech Zone aims to be an international power valley with high innovation ability which gathers power industries and leads in world power industry development.

Since from 1994, she has provided various legal services for hundreds of enterprises. She focuses on company law and real estate law, accumulating lots of experience especially in equity structure, company listing, finance and investment, three old transformation (literally means the transformation of old towns, factories and villages), urban renewal and PPP.As an expert in old city renovation, Hu was invited by lawyer associations in Guangzhou, Shenzhen, Xi’an, Nanjing and Lanzhou to give a lecture for other lawyers. In 2013, Hu’s law office was honored by ALB “China’s Top 10 Popular Law Offices” because of their fruitful achievements in “three old transformation”. She also led as the general counsel in an urban village transformation named Liede Village which is the only successfully transformed urban village in Guangzhou. Later she continued to provide whole legal service for several other villages in transformation and city renewal programs. He is IEEE Senior Member, elected as Vice Chairman of Optimization Technique Subcommittee, Industrial Electronics Society, IEE.   He leads in IIOT and Industry 4.0 research, especially related to aspects such as industry wireless sensor network, high precision indoor positioning, IP communication convergence, wearable devices, multi-core and many-core processor and business ecosystem as well as solutions to intelligent healthy home, home healthcare, building automation, smart factory, smart grid and etc..

Meanwhile, Ms. Chen is chair of product design program, deputy director of the Art and Design Institute, member of International Exchange Committee, manager of International Projects, School of Art Design and Media, East China University of Science and Technology, visiting professor of the Second University of Naples, Italy and visiting scholar of Northumbria University, UK.
