The 5th ASEM Cooperation Forum on Science, Technology and Innovation was held in Beijing
On June 3, the 5th ASEM Cooperation Forum on Science, Technology and Innovation was held in Huairou, Beijing.
For implementing Premier Li Keqiang's initiative to establish an ASEM Cooperation Centre for Science, Technology and Innovation proposed at the 10th ASEM Summit on October 16, 2014, under the guidance of the Ministry of Science and Technology (MOST) and the Ministry of Foreign Affairs (MOFA), Beijing Municipal Science and Technology Commission undertook the preparation and construction of the ASEM Cooperation Centre for Science, Technology and Innovation (ASEM-CCSTI), and established the ASEM-CCSTI Secretariat in July 2015.
The ASEM Cooperation Centre for Science Technology and Innovation (ASEM-CCSTI) aims to promote dialogue and communication between Asia and Europe in the field of science, technology and innovation; create innovative cooperation conditions and atmosphere conducive to mutual understanding and common development; promote cooperation between Asia and Europe enterprises, universities, and institutes; and carry out exchanges and cooperation to realize the extensive and orderly market-oriented transfer and application of scientific and technological innovation achievements among Asian and European countries.
At the opening ceremony, Chen Linhao, Deputy Director General of the Department of International Cooperation, Ministry of Science and Technology, first emphasized the strong supporting role of technological innovation for the ASEM member countries in reversing the weak economic growth and accelerating economic transformation and upgrading in the post-epidemic era, and secondly highly affirmed the ASEM-CCSTI has played a platform role in deepening international science and technology cooperation, especially in accelerating the construction of a group of international joint research centers and technology transfer centers, and promoting the outstanding performance of the effective docking of technology, capital, knowledge and other innovative elements. Finally, he highly praised the great achievements made by the ASEM-CCSTI in the implementation of scientific and technological projects and the transfer and transformation of scientific and technological achievements in the past five years, and expressed expectations for future cooperation.
Wu Jianmin, Deputy Director General of Beijing Huairou Science City Management Committee, introduced the general situation, strategic positioning, development goals and construction progress of Huairou Science City, as well as the development of international scientific and technological exchanges and cooperation. He pointed out that Huairou Science City actively attracts the development of international science and technology organizations, guides the opening and sharing of scientific facilities platforms to domestic and foreign universities, enterprises and institutions, holds international academic exchanges and seminars, and supports universities and institutes to actively design and lead the development of international science plan and major scientific projects, actively integrate into the global innovation network, and improve the level of international development and international influence. It is hoped that through the ASEM-CCSTI, an international scientific and technological organization platform, it will promote the deepening of international scientific and technological exchanges and cooperation, actively participate in global scientific and technological governance, and contribute to the building of a community with a shared future for mankind.
Mr. Gilbert Van Kerckhove, the winner of the Friendship Award from the State Administration of Foreign Experts Affairs of the People's Republic of China and the Senior Consultant for the 2008 Olympic Games of the Beijing Municipal Government , highly praised China's achievements in technological innovation and hoped that through the convening of this forum , To further strengthen exchanges and cooperation among the member states of the ASEM in terms of science and technology innovation policies, technologies, projects and talents.
In this forum, about 300 domestic and foreign government officials related to scientific and technological cooperation and representatives of universities, scientific research institutions and technological innovation-related enterprises and institutions participated in the meeting through on-site or online video conferences. By holding the 5th ASEM Cooperation Forum on Science, Technology and Innovation, it will continue to build an international platform for international science, technology and innovation cooperation, exchange, transfer and transformation, further strengthen the brand effect of the ASEM-CCSTI, and provide assistance for the joint construction of the "Belt and Road" Initiative.
The forum mainly invited representatives of relevant countries, sector centers and cooperation partners of the ASEM-CCSTI to report on the work progress in the form of keynote reports and discussions to further promote the work network and the cooperation and development of scientific and technological innovation among Asian and European countries; and also invited diplomats from relevant countries in China and representatives of influential international scientific and technological exchanges and cooperation technology transfer related experts to discuss all elements of scientific and technological innovation cxchange and cooperate to conduct special seminars.
This forum set up "Science, Technology and Innovation Ecosystem Session", inviting professional institutions and authoritative experts related to the construction of scientific and technological innovation ecosystems in Asia, Europe and the world to participate in the meeting, focusing on the three important directions of scientific technological innovation policy, services and the transformation achievements, sharing the practical experience and successful cases of the construction of the innovation ecosystem, and providing reference and consulting suggestions for better improving the science and technology innovation ecosystem.
The forum also held special seminars on the introduction and landing of talent projects between China and the Nordic countries. Aiming at the theme of how to promote the exchange of scientific and technological talents through education, and how to build a platform for technological and industrial cooperation based on the exchange of scientific and technological talents, a sub-forum of "Asia-Europe Scientific and Technological Talent Exchange Forum" was held for special discussion.
It also set up the "Instrumental Analysis Development Forum", inviting industry experts and representatives of related companies in the analysis and testing field to give keynote reports and project roadshows. During the conference, relevant companies are invited to exhibit technologically innovative products and services.
According to reports, the ASEM-CCSTI has established contact points in Italy, Greece, Slovenia, Portugal, Finland, Germany, Lithuania, Latvia, India, Russia, Austria, Czech Republic, Slovakia and Hungary. At the same time, the sector centers that have been established include ASEM-CCSTI of Optoelectronic Integration, ASEM-CCSTI in Microsystems, ASEM-CCSTI of Intelligent Manufacturing, ASEM-CCSTI of Advanced Semiconductors, ASEM-CCSTI in Laser Application and ASEM-CCSTI in Hydrogen Energy and Fuel Cell, etc.
Relying on professional industry incubator operators, the ASEM-CCSTI also establish incubation bases for scientific and technological innovation achievements, give full play to their advantages in global strategic resources, superior resources and business models, and provide supporting services for the incubation of scientific and technological innovation achievements for the transformation needs of the central system, including basic services in the space, Value-added services such as business services and customized innovation activities, innovation training, vertical accelerators, and industry integration.
Through various sector centers, contact points and incubation bases, the ASEM-CCSTI has carried out project joint research and development, joint laboratories, talents training, project docking and achievement transformation with Asia-Europe and countries along the Belt and Road. In the past 5 years, it has organized more than 600 international scientific and technological conferences and docking activities, more than 2,000 docking projects, and more than 60 scientific and technological service projects were promoted. It has promoted nearly 20 substantive cooperation in technology research and development between institutions in related fields in Asia and Europe states, and realized the widespread market transfer of scientific and technological innovation results between Asia and Europe.
One of the important tasks in the construction of the ASEM-CCSTI is to hold the the ASEM Cooperation Forum on Science, Technology and Innovation. Following the first and second ASEM Cooperation Forum on Science, Technology and Innovation held in Beijing and Greece, the third one was successfully held in Beijing on November 28, 2017, and the fourth forum was held in Finland on September 25-28, 2018. The forum included opening ceremony, parallel sessions, inspection and exchange activities with 300 participants.
